Racknerd has reseller hosting in EU (France and Germany)
You can host unlimited domains on single cPanel account.
But there is no such unlimited user-accounts now-a-days on cPanel as it charges a fee per account. You'll need directadmin hosting and only few hosts offer unlimited DA user accounts.
