I've been with Level One Servers @Ian_Dot_Tech for more than a year and it has been a pleasure to be their client.
If location doesn't matter then that helps with the budget side of things. Personally I would always suggest looking for reliable first, then budget second. Remember you are sending equipment to a place worth whatever the system is worth plus your data.
Over the years I've seen far to many people go with the cheapest option and wonder why their server vanished over night.
That being said check out @Ian_Dot_Tech haven't used them but they seem great and have suggested us to some customers for our New York location.

I think wholesaleinternet they are dirt cheap too.
UKServers & VeloxServ can do some pretty good deals in the UK, not sure if it's as cheap as you need but overall they are considered pretty 'cheap' for a reliable service.
