No, not for that Price and not with IPv4 and especially not gigabit.
Extremely hard (probably impossible!), you are asking for to many constraints
1. dedicated IP.
2. specific city (not even country or region!)
3. 1 gbps,
Unless it is some rich company like oracle who can afford to offer things for free. 1$ does not even cover the cost of IP! let alone network and other ressources...
The ones that can be close to your budget are racknerd, they have Frankfurt location, on crazy deals you can get something close to your budget

That is a bit behind Frankfurt, but directly connected to Frankfurt, so a bit more latency.
Ionos just offers Frankurt, they have a second location but you can't order it from them only from the sister brand Strato.
They do do have presence in Frankfurt, but I remember seeing somewhere their cloud is mostly Berlin.
Also they confirmed to me, these specific VPS " are located nearby the city of baden-baden"
