We will package the server, but you would need to arrange all shipping details.
We have used https://www.parcelmonkey.com/ before for international shipments and was happy with them. However, it would be up to you to get the label.
There is also a great shipping forwarder https://planetexpress.com/postage-calculator/
He can first receive at his tax free address in Oregon and then ship his packages to Any destination.
They can do different special requets for a fee if he needs any before sending.
