I am looking for a host on the east coast of the USA with good web hosting + email hosting, I have a budget of less than 12$ a year, I will be hosting a single HTML file + a personal email. This project is my private personal website, not business-related.

If it's just a static website, you can use netlify to host it for free.
You can then get email hosting from nexusbytes or get free email hosting from Yandex
use Netlify, CloudFlare Pages to host your static page and Yandex, Zoho mail for email hosting. (all FREE)
