Hostbill don't allow Transfers which is why they aren't allowed to be offered on Webhostingtalk or ExtraLicense.
Unfortunately is not easy to configure and make plans with Litespeed in Hostbill... Is a little headache, hope Hostbill takes a look into it.
If you sell cPanel only maybe https://invisioncommunity.com/features/commerce/ is something? Not very cheap but you can use it to provide community support.
