You can use virtualmin or webmin and change the menu structure.
Have you tried phpmyadmin? and similar for PostgreSQL
I personally like phpMyAdmin and pgAdmin for managing MySQL and PostgreSQL respectively. There was also a program called Adminer that seems to do both, but I haven't used it yet.

I was more talking about a panel, that automatically deploy databases, create users, manage backups, and more. I think that my needs are so specifics.
