Looking for a cheap burstable VPS

I'm looking for something that can cut down on my CI/CD test times. I don't need a lot of burst (5-6 hours a month is probably more than enough), but I do need the VPS to be "fast".
Since I'm doing test suites, performance scales up nicely with core count.
Right now I'm using the Github Actions default runner (2 Azure vCPUs of indeterminate quality) so it has to be better than that at the very least.

Specs: At least 2 fast cores, 2GB RAM minimum
Location: No preference
Budget: max $30 a month, but I'd prefer to spend less
