They offer Tel Aviv as a location. It's $2.69 for 256 MB of RAM, but OpenVPN runs just fine on that, as I would imagine most others would as well. It's also unmetered 1 Gbit. They have a refund policy if it doesn't work out for you.
I've used them in the past for their Toronto location, it wasn't bad, but I don't know if I would use them for anything production related. For a VPN it would be perfect.
I want to use it as a private VPN and pihole ,, ads here like a pain, so i want at least 512 MB of ram

Try https://github.com/AdguardTeam/AdGuardHome instead of Pihole, it's single go binary that uses almost no memory

Back to topic, I would take a look on Kamatera, their starting price is $4 USD for 1gb RAM, 1 vCore and 20gb SSD. Their overall performance is fine and I personally really like their custom cloud solution, similar to Hetzner's cloud only a bit slower
They offer locations in Petach Tikva, Tel Aviv, Jerusalem and two other locations in Rosh HaAyin.
Would definitely give them a look.
