I see it is a forum site running on phpbb which is a light forum software. How many visitors do you get everyday? I am not a provider at the moment. So, I can tell you what specifications you should get from other providers.

I can totally understand that you want speed. You should install Litespeed web server in your server. It has a really great mechanism for caching and sites powered by Litespeed run a lot faster. If cost is a factor and you want a cheap mechanism for a speedy loading site then try Nginx web server. You can try Apache + Nginx proxy. Apache for the backend and Nginx for the frontend.
Also, use as less plugins as possible in your forum software and use a CDN network. You can try Cloudflare which is free of cost.
Choose a VPS location in which most of your site's visitors are located or are close to. This will reduce the latency.

The website currently seems on a shared hosting, are you sure a VPS might suite?
VPS gives more power but needs admin management, security etc.
In some cases you get better uptime on shared hosting as compared to VPS .
Comes a few questions:
How much is the target audience, their main location (country), what is the approx budget, can you manage the VPS or else need a fully-managed service.?
I am not sure how big the audience is as the website is visited from other countries as well - not just Bulgaria. I do not want to spend much for a VPS, I would like it to be up to 10$ per month. For management, I do have a friend to manage it for me.
