I'm sure RN will gladly help you with paid admin support if you open a ticket and ask for a quote. However, don't be surprised if that costs more than your super cheap vps...
Alternatively, just do what eyeryone else does - Download and install an SSH client (typically putty if you are using Windows), connect to your server and install the panel of your choice yourself. If you only need it for a simple web site, some email accounts etc. there is plenty of choice in free panels and most provide simple installation instructions. In many cases it's done with just a few command lines (copy&paste).
See e.g. https://vestacp.com/install for Vesta CP which is free and simple to install, configure and use.
That should get you going in no time at all and if you can't get your site online with the standard setup there is enough information out there to help you learn quickly. If it doesn't work for you, just reinstall the vps from within your the provider's panel with the needed OS and try a different panel.

Installation of third party software is not something we typically do on our unmanaged KVM VPS product line, though we can always add reactivate management plans for those who require on demand support.
