KVM in France or Netherlands

I'm looking for a KVM in France or Netherlands:
-2gb ram
-2 cpu vcores
-low gb traffic, no more than 50gb
-3 to 5gb ssd
-no more than 20$ / year
-unmanaged
-instant setup after payment
If it's possible, let me know.
It's for a vpn server.
Ping will be crucial, so I need to perform tests to check it

only private use, that's why as you can see, the traffic is very low
True to that, of course. I would be happy to offer a KVM server for a private VPN, but 20 $/year for that specs is quite a tough ask, so I guess I'll have to pass on that one; sorry for bothering you.
If you're just going to use it for a private VPN, why not go for VPN services like Windscribe’s Build A Plan package? They charge $1.00 per location, per month.
