You could try format the code first so we can clearly see through the textwall.
What do you expect to hear? Repeating all those unformatted and hardly readable numbers?
If the VPS fits your needs and is able to do what you want to do, then be happy.
Judging something only by some numbers is a bit pointless.

Sometimes, just use your common sense (if you happen to have any).
obviously the one in NL is on a very different CPU model (E3, Ryzen, etc), which has a way higher clockrate so that's why it performs quite a lot better. the one in germany probably is an E5 or something alike. yet the disk-speeds seems to be quite comparable.
so yeah, as others said, besides the hard readability there is not much to really compare or comment on, that you won't see yourself. if it's a good fit for you probably also depends on the network and peerings and whatnot.
PS: weren't you looking for a vpn? dcma? then germany or a german provider at all won't be a good fit for you.

this one it´s pure a vpn server
should easily run on both. better check the network instead of cpu/disk speed, as that is usually not a bottleneck ...
