You could try MTR from your location to find which one has less latency..

104.244.76.191Because USA are too far from India, basically are fine for you to opt for Luxembourg.
Why put it to vote when you can just try it? Most providers offer a Looking Glass on their website so you can try to ping their servers. Just open the command line and run
ping X.X.X.Xwith the IPs of the different providers (and locations) and pick the one with the lowest ping from your location. But, I guess the answer should be Luxembourg in the above case.Use https://mtr.sh/ and select mtr, ping or traceroute from Mumbai and Bangalore to both test IPs
