A typing mistake sir, bandwidth is expensive in Japan. The VPS is network-suspended until quota restore on 1st next month.
Extra bandwidth in Japan is => addon 100GB transfer per month for £6.12 / year
Do I recall seeing Osaka Japan as well, or am I thinking of something else?
Yes, that location is live too, because of less network performance (100mbps shared), migrated/migrating everyone to Tokyo.
Is it still possible to order Osaka?
