I would like something like this:

2 vCores
4GB RAM
600GB HDD (or higher)
NAT IPv4 could be fine (with some ports is OK)
100mbit/s (the higher the better)
Windows server
Location: Western Europe. Close to Paris if possible.

Budget 5$/mo, the lower the better.
