Hetzner CPX 11 in Helsinki is the closest, however twice as expensive. Otherwise you’re looking at five times your budget for Scandinavia.
In the U.K. @hostworld is closest, but still 3 times as expensive.
In other words: not for this budget, not even with Black Friday.
