I'd expect 4TB of transfer alone to almost cost $30 (I've been quoted $6.70/TB before). I'd be suprised if you find a reputable provider who be able to meet your budget. I'd suggest doubling it (at-least).

Yes and no. Technology here is quite good, but there are lots of taxes and the supply is not big enough, so you can charge as much as you want that people will pay since there few options.
I'm leaning towards more Locaweb. But the 100Mbps is a bummer. UOL is a joke, the network is 5Mbps in the cheapest plan. My fiber is 40x faster than this.
I'd actually be better off using Oracle's free tier, since it is 50Mbps if I'm not mistaken. The CPU of their free tier is kinda of a joke, but I'd only use it as a gateway for my homeserver.
And they offer 10TB of bandwidth (although at 50mbps LOL)
