Based on the specs that you are requesting... I would rate it impossible. Especially 300-500GB SSD is not what I have ever seen before - even during BF.
It will be possible if you increase it to at least $20-30.
But for HDD, I think @NDTN could potentially make something happen.

I think you should try out ResellerClub. They have servers in the location you are talking about. But 300 -500 GB at the said rate is next to impossible. If you can maybe extend your budget to USD 40-50/month, things can work. By the way, is this for a single site?
