I am looking for storage server and some basic tasks. Intensive cpu power is not needed.
i do not have high and premium expectations.
EXPECTATIONS
750GB or higher HDD
1 GB RAM
1 vcpu (should be enough)
100mbit or higher port speed
KVM (full root access)
Ubuntu 18.04 or higher
1 ipv4
Bandwidth : Big traffic expected since it is for private use
Price : 10USD/Month or lower
USAGE (All are for private purposes)
File storage (may be using NextCloud)
VPN server (OpenVPN)
Plex streaming (no transcoding)
Torrent (very light, 3-4 movies per week)
I already make use of my old laptop, however I want to switch to VPS

OP, I've used both E5 (in the past) and Ryzen (now) Letbox services and they've been great. (although I don't want your smelly torrents next to my machines
)

Yep. Fine for occasional private torrent.
LetBox is my recommendation, but if you get an E5, I'd recommend upgrading to more than 1 core usage if you're going to multipurpose it. I don't have any Ryzen with Letbox, but when I do, I'll try 1 cpu before upgrading to more.

You can use a VPN too. Of course the main issue is that torrenting may hammer the disk, so keep that in mind.
Definitely do this, I went from a two core E5 to a single Ryzen core and it's been more than sufficient, plus I know I can always add another Ryzen core should my requirements change in future.
