What's your priority when you write "best"? Best network, best service, best price?
If you want fully managed servers hosted in a Chicago datacenter, I can suggest a company, but it's far out of the range of normal "LET pricing."

@hotlineservers You recommend GTHost in Chicago. Have you actually used them in Chicago? Or do you use them in LA and recommend them blindly for chicago without using them there?

It came from WHT, at the time I picked my username, it was supposed to be "QuickPacket Sales" and kind of a play on GPS.
Over the years, I've heard that some people think my name is Steve, or that the S infers that QuickPacket is plural (meaning "QuickPackets" even though there is no S on the end there).
