Looking for Dedicated server in Los Angeles

Looking for 4 dedicated servers in Los Angeles like this:
Intel Xeon E3-1246V3
RAM: At least 16GB
HDD: At least 2X500GB
Network Port: 1Gbps
Bandwidth: 15TB+
Our budget will be around $35/m for each. We need excellent network latency from Mexico. That's the main requirement. Please provide me suggestions.
