You need to install it yourself.
Yes you can, just enable TUN from SolusVM then install the VPN server. Also make sure to choose one of the allocated ports and not the default one.

I'm not sure what you're going to use it for but you could order a server and at any time you need to upgrade you may open a ticket.
Django itself is unlikely to violate most provider's ToS. It's no different from a website. Unless you start selling counterfeits.
Django could be resource hungry. You have to measure your Django app to determine how much RAM it requires. In the local development environment, you can do so by running the app inside a Docker container with configured RAM limits.
VPN doesn't violate ToS. Many NAT VPS users are using VPN.
PPTP needs PPP feature, not TUN. It probably wouldn't work well on IPv4, because PPTP defaults to port 1723 and it's different to change the port number (on Windows you have to edit the registry). It might work on IPv6.
PPTP is no longer recommended because it's insecure. Try OpenConnect or OpenVPN instead.
