Most providers they hire their own developer to do this. I know I saw some site doing this but I forgot the name. Did you take into consideration in hiring one?

You mean these, that charge you XX per machine + the actual cost to run a pre coded scripts? No worries, there are plenty.
i means like panel control dashboard can control clouds VM instances like create delete select image etc create bash intances
