Previously I used webmoney for buy vps from russian provider (eg: ITLDC). But now I no longer use their service. There is a balance left in my webmoney account (WMZ). So I want to send it to my paypal account (USD) instead withdraw to my bank account (IDR).
I see a payexchanger.com, can this service be trusted? Or is there another digital currency exchange services with minimal fees that can be trusted?

You'll need to use a third-party service or find someone willing to exchange with you.
And ITL is an Ukrainian company, not Russian.
