Perhaps Debian 10 has a viable ver for OVZ 7
SolusVM's Official Templates are working fine for me, have created Debian 8 and 9 and working without any issue.
Please note that the template names are important due to the way the template system works within Virtuozzo 7 please follow the following naming convention:
