better to ask Cpanel.
but after a price hike, lots of Cpanel resellers shut their business or selling with same price as Cpanel selling.
I recommend Direct admin if you need an alternative.

Right, but still they do offer discounts on bulk licenses. However, It is not guaranteed that they will provide the coupon code, but the OP can talk to them.
Don’t know if your going to find any cheap for an external license.

btw @Ksar did you contact your service provider regarding internal license? You could save much more with cPanel internal license.
