    In Spain, try contacting Unelink, Axarnet or Comvive. Maybe Rackmarkt too, but I don't have experience with them.

    Generally speaking, consumer hosting services in Spain are expensive, crappy or both. Specially when compared with central European countries.

    Those could be your best bets at that price point, but it's not going to be easy.
