Cheap, shit tier traffic: Scaleway. 3 euro for 200 mbit/s. Then Hetzner, OVH, BuyVM etc. at budget rates for normal quality traffic.
25€/month would be okay but cheaper is better.

You could keep it well under budget while getting 10x the resources with a dedicated server from https://www.nocix.net/dedicated/. They are really not bad as their low cost might suggest.
2.99 Scaleway, does the job, but as Arnaud said, cheap servers getting the cheapest routes, do not expect the best speeds and low latency.
