Stop/start will change IP but reboot will not. Using Elasric IP is recommended or put your instance behind ELB.
As mrclown said above ...You need to Allocate Elastic IP...Look on the side menu for NETWORK & SECURITY you will see the option to add Elastic IP to your region...this new IP will be static it wont change on a reboot...make sure you apply it to your instance
