I have a dedicated server with 500gb ssd drive , my I/O disk speed is 116 mb . is it normal or slow ?

That is much slower than most normal ssds. Maybe use smartctl to check the health of the disk.
Is 116mb speed is good or slow?
If it is SSD then it is slow
It certainly looks strange for DD. I think you should check the SMART parameters first. Also, I recommend using fio to test 4k blocksize random readwrite.

What's the complete setup like? Specs? hw raid? Settings?
Could be many reasons for that to happen. For example we have a dedicated server customer here, he setup everything himself using ilo4 and opened tickets because his 2x1TB SSD hw raid1 server was pushing maximum of 199mb/s write with dd. In the end it seemed that he disabled disk write cache in the Raid controller which have slowed this disks down.
After fix it again pushed like 534 mb/s.

Good point. This is why I prefer a VPS or a hybrid dedicated because I rather leave the intricacies of hardware configuration to the provider.

They gave you a HDD by mistake? Maybe you want to check the details again to be sure. Also, if you want a better feel of real-world performance, fio random readwrite is better than dd. You should be able to get instructions online easily.

Could be a genuine mistake, however if this happens on a common basis I wonder how many client's would run the benchmarks and realise the read/write speeds of the disk are inferior.
It's a huge cost saving measure for the provider to offer a HDD instead of an SSD here however if you were offered an SSD then I'm glad the provider replaced the drive / offered a server replacement free of charge.
It does make you wonder how many other people the provider may have done this to though.
If you have had this server for over a month I hope they refund/credit you the difference - it does seem like a mistake by the provider.
They replaced my drive within 1 hour , I bought a custom configuration server , this kind of mistakes happen on custom configuration server. but they should always double check to avoid mistakes
There are 9€ difference between ssd and hdd prices , Fortunately I had this server for less than a month
