is it possible to upgrade 20gb extra to those accounts who already have 20gb?
As I recall with Windscribe applying later coupons replaces earlier ones. So if you have a 50 GB account and tried the 20 GB coupon you end up with only 20 GB.
Best to ask support. But I think what @donli said applies.
It won't let you apply a code if it decreases your bandwidth limit
