Free plan allows 5 firewall rules which can block countries. If you need more, than yes, pro plan allows to utilize more rules. But FREE plan also has this capability. No need for PRO if <5 rules/domain.
if you are with nginx, with realip model, you can block on your server
Use cloudflare workers on free plan to block unlimited countries.
