Does Online.net have firewalls above server? My IP is locked out on non-standard port

My IP is locked out on a non-standard port. only allow connecting to 22. But workable to connect on non-standard port from another server.

Sounds like your ISP is the one blocking instead

Did you allow it in the OS firewall...? firewalld blocks everything but 22 by default I think.
They do not, especially not ones that would cause "Connection refused". This is a reply from your server, you did something wrong and didn't set up a server program to actually listen on the "non-standard port".
Then when you have the non-standard port in config and restarted ssh, can you see that it's even listening?
check daemon & filter :
yes, one server can connect to that non-standard port
So you can connect to it, from some other server on some other network? Then it's clear that from where you're not able to, it's being filtered.
Curious, where are you connecting from that's filtering the non-standard port? Your local ISP or some other box?
Centos? Selinux?
debian 10 on both local and server
