    Cheap dedis are at https://metadedi.com and https://serverhunter.com permanent KVM won't happen IMO

    Hetzner has Intel Core i7-4770 with 2x 240 GB and 32GB RAM at 33.61 EUR. That's the closest to your specs and budget. It's not Xeon and doesn't come with 4 IPv4 addresses but hey, beggars (and you are an entitled beggar) can't be choosers. You look entitled because you nailed down the CPU to the model and the budget to a cent.

    Unfortunately, we don't have servers in Europe. But I wanted to mention that you check out the auction servers in Hetzner, you may be able find a good deal there as well.

    However, I can't provide you with any review since I don't have a server with them now. My last server with them was about a decade ago, but I can remember clearly that I didn't have any issues with them or the server back then.

    Nevertheless, I'm sure lots of people here know about WS and could probably give you a more 'up to date' review as they have been in the business for quite some time now.
