Your best option is hetzner.
Virtualmin does have a migration tool, but don't expect that it'll work seamlessly. Also, this panel has a steep learning curve. As long as you know what you're doing, you'll be fine though. They do have a Pro version.
Or centminmod if CLI is fine and if you just want a webserver without the extras (emails and stuff). Manual migration is required though.
lol. his budget less than $13/year, it's impossible to get vps, and install panel without issues..
