Well go with @dediserve they have LET special which is hidden for normal buyers. They have a good product.
If not just get a AWS lightsail windows instance.
You can try UK servers.
Latency is good for Ireland. Also many providers available
Go with a UK location, that will be your best bet for combination of speed/price.
A few extra milliseconds will save you considerably on price, and open up a lot of provider choices.
