So which providers have started offering Debian 10 template? The two that I know of are:

CentOS 8 launched today.. Hope we will start using it soon
I usually have new OS templates (very basic) out same day and make them publicly available. Debian 10 and CentOS 8 are available.
We've (https://crowncloud.net) got Debian 10 (Template and ISO) available on day-1 of release, CentOS 8 to be rolled out today
Any decent host provides Debian 10, since any decent host allows installing from disc/ISO.
Just finished rolling that too!

My setup script does an in-place switch to Debian 10 using debootstrap so I don't care if the provider has a template :-D
My first choice is Ubuntu 18, and second choice is Debian 10.
For KVM, I prefer ISO install to templates.
My current nodes all have either Ubuntu 18 or Debian 10:
We do Centos 8 & Debian 10 since 20th October as iso and preinstall OS

Debian 10 from day one here, just need rollout the Centos 8 and will be available to install using iso, so customers will be able setup server exactly as they want.
