I have an imagine about a practical Web host plan..
15GB - 30GB Space
1Gbps unmetered Bandwidth
Cloudlinux + What panel will be better.?(Cpanel, Plesk or Directadmin?)
2 Domains
FTP + SSH
1 Dedicated iPv4
$3 Quarterly
The server configuration is E3, 32G, 3TB or 4TB. in Los Angeles or Seattle
What do you think about this? Or any current provider already offered it?

That covers the dedicated IP alone for $1/mo, not to mention the resources.

Both BuyShared and VPShared is offering dedicated IP for less than $12/y
Real price of IP is $250 year per IP block. For 256 IPs cost will be $20/mo If you directly go through ARIN/APNIC/RIPE.

ARIN is dry minus 4.10 space and even that's $500/year. You can get a single /24 with that policy.
RIPE you can get a /22 but you're, what, $3k/year? APNIC is similar.
