Bytemark have a manchester location and offer Windows installs from their panel - they're certainly not low end though and recently bought out by iomart. Make of that what you will.
Can recommend LoveServers though, very good provider. I presume as it's KVM windows can be installed but I can't comment on that as all mine run Linux.

If it's KVM, you can install any OS you want. Only thing is ensure you have a valid windows license. Otherwise they can and will terminate your account.
I dont think i need to mention this, but also DO NOT abuse their service or do shady things on their servers. And when I say shady, i mean under UK regulations (or where your server would be located), not as per your country's regulations.
