Its possible. Get a 4 GB slice from buyVM which comes with an Windows license https://buyvm.net/kvm-dedicated-server-slices/
And there is free MS SQL version called Express use that problem solved if your DB is under 10 GB.

We have 8vCPU 8GB RAM 240GB with Windows 2016 Server but SQL server Express in that budget.
SQL Express is limited to 1GB of RAM and 1 physical CPU, though that can be multi-core (up to 4 cores max).
Not sure how that translates to vcpu in a virtualized environment, but probably limited to 1 vcpu.
Note that the 10GB limit is per database, not per instance, so you can have a dozen 10GB databases attached to the Express instance if you want. Typically, though, people want all their data for one app in one DB.
