This is a cheap price for Chicago.
How frequently are you attacked?
Sometimes daily, sometimes a one-time per week. (game servers)
Asking a provider to have frequent disruptions to their network (even if they have an auto-null in place, it takes a few seconds to kick in) plus offer those specs in the price range you're asking for, are a big ask.
You may want to consider increasing your budget.
