Actually I am looking for this kind of servers.
Could you tell me where I can get this kind of servers( or vps)?
Approximately $150 budget, others are not limited

You won't find any legitimate providers that will sell you a server with spoofing.
@younidashu so you already own control the IP's you intend to spoof and the networks that will receive data from the spoofed IP's will never generate any abuse reports as you have already cleared it with them?
If so fair enough.
Always interesting seeing people wanting spoofing. As others said no legit provider will offer spoofing.

@younidashu LET is white hat your. Again this is not the place to come and ask for such things. Then you use the generic answer of testing which means abuse.
