I have been looking to see if their are any solutions like this. Where I can go to websites1.com and have access to web browser to browse from. I have seen some PHP proxy scripts that will load webpages but not really a browser. has anyone seen of anything like this?

I am not that sure what are you looking for.
If it's a php proxy then check glype, have in mind it's ancient as i remember it.
For everything else there are proxy and vpn.
Just for looks i guess there are some javascript and iframe solutions, like in Windows93, but that's still your own web browser, it's not like it changes the engine.
If you want to go to the extreme, you could use a web view of rdp to to connect to remote desktop with other web browser installed there.

You can run Windows 2000 in your browser and open a browser there.
HTML5 vnc client such as novnc or thinlinc web onto a machine running a browser?
Apache Guacamole might be a good web-based access solution too.
How about the browserstack? you can test your website on PC browser or Phone browser, and Edge is free.
