Check the Kimsufis, KS-5 onwards.
Hetzner may not offer much below 25€/m price point but it's definitely more bang for the buck compared to most providers including kimsufi.

Looking at specs, speed and performance, hetzner offers alot under 25 euros. a 3770, 2x3TB hdds, 16gb ram, unlimited gbit port at 21 euros is cheap.
This depends on how much tax you pay.
Take a look at metadedi and serverhunter.

Everybody is saying hertzner but I don't think that's a very good idea.
It depends on what you are hosting. You asked for a privacy friendly country.
For example: when you are download movies via torrent, a german ISP must provide your personal details when they get a claim.
You will not have that shit in The Netherlands. Search for a dutch provider. The Netherlands is one of the few countries in the EU with a good privacy law
We all know that you better host torrent related stuff with hosts that don't care.
