... since it seems to be a good enough provider (small, new, let's call them a startup, in Frankfurt Germany) should be fine for what the OP is asking for: basically something cheap, not a scam, decent service, decent network, decent hardware with decent specs. The site is in German, expect to get a bunch of onboarding emails in German (verification, welcome, invoice, receipt, vps info, IPv6 activation ...)
I like that their system allows to configure a lower spec VPS (1 core, 1 GB ram, 10 GB SSD) starting at €2.20, adjustable upwards for whatever higher specs desired when ordering. A caveat for serious use at this point is that they're a startup, not an established big business, so just a good deal to consider only if willing to take a chance on a new host.
All that said ... Hetzner's €2.50 cloud VPS seems to check most of the boxes in OP's request as well, so that might be the first one to try if the $3 budget target is important.
