Requirements is for each cpanels created under the main account
If you need a Master reseller account, it's generally a good indication you should be looking for a managed VPS at least.
If you are OK with a full blown VPS with cpanel I can recommend https://bun.cx/, not prettiest website, but I have 2 server with them. Owner very frendly. I had to email NOC to place order as owner only do custom server at good deal price.
We recommend you to go for a VPS as its much better with dedicated resources.
