So if I hate someone using your OVZ service, I just DDoS it twice? Nice business model.
Doesn't say anything about not being able to run Java applications. Just no Minecraft, as its known to use quite a bit of CPU due to badly coded plugins. Plus it attracts denial of service attacks from from angry children.
There's a bazillion things you can do with high ram without violating their NO's
