It really differs to what specific use case you have. I'd recommend getting a small one and scale it up if it lags (or get a big one and scale it down if it is a mission-critical one). Overall speed of the servers were really fast even compared to the big players like DO/Vultr/Linode

Well it depends if you have implemented caching of queries in laravel and optimized WP you can run it easily

You can't put a question that way.
If your application isn't fast per se, you can have a whole cluster and still be slow.
If your application is fast per se, you can have a $1 VPS and still be fast.
I have a +5k daily unique users site hosted on a OVH 3€ VPS and it's lightning fast.

Seriously, if you could not even know scale of your applications then don't bother use unmanaged VPS.

I like Hetzner Cloud, been using them for several months already. The price point is unbeatable.
Performance is amazing, I would take the advice of scaling when needed. Good optimization goes along way, from Nginx to defering CSS/JS.
Right now a single, in a few days three. After the years end, five. All on the smallest VPS (2 GB RAM) in Finland and running on Ghost, except for one, it'll be raw html/css/js. Not too many visitors at all, small Swedish websites.
I could pay more for another better provider, I just have not found any. I use their backup addon too. Works great so far.
