I've been with Hostodo for a year and I have had no problems at all. Only opened one ticket and it was responded to in a reasonable time.
Like anything, your experience will be based off expectations you have. Bad reviews are usually because a ticket wasn't answered within 20 minutes, or because the host refuses to allow spammers and abusers and kick them off for that.

Not that I'm telling you how to run a helpdesk, but On Hold might typically be used when a Ticket can't be progressed due to lack of information or awaiting a 3rd party, for examples. A status of simply, Assigned is what you describe and Pending is appropriate where, for examples some research is required or awaiting a customer response. Only suggestions from someone who's used and administered various helpdesks.

Testing the Miami KVM, seems to be a good price/perforamnce ratio. No custom ISO it seems, but provided ISOs are plentiful enough. I didn't ask support if they'd load an ISO for me as they had Debian 9 available. No issue with HTML5 VNC. Was up and running in minutes.
